Upon his arrival, a border control officer alerted GID that Mr. Arar's name was on a list of wanted terrorists.
ولدى وصوله، قام أحد موظفي مراقبة الحدود بتنبيه دائرة المخابرات العامة إلى أن اسم السيد عرار مدرَج على قائمة بأسماء إرهابيين مطلوبين.

However, because there were no flights to any of the countries Mr. Arar had selected, he ultimately asked GID to bring him to Syria by car, which GID did.
إلا أنه بالنظر إلى عدم وجود رحلات إلى أي من البلدان التي اختار السيد عرار أن يقصدها، فقد طلب في النهاية من دائرة المخابرات العامة أن تُرسِله إلى سوريا بالسيارة وهو ما فعلته.

The transfer was carried out despite Mr. Arar's repeated statements to United States officials that he would be tortured in the Syrian Arab Republic and his repeated requests to be sent home to Canada.

Jordan alleged that Mr. Arar had arrived in Amman as an ordinary passenger, but was asked to leave the country because his name was on a list of wanted terrorists, and given a choice of destination.
وادعى الأردن أن السيد عرار وصل إلى عمان كمسافر عادي، ولكن طُلب منه أن يغادر البلد لأن اسمه كان على قائمة للإرهابيين المطلوبين، وسُمح له باختيار وجهته.

On 14 August 2003, Mr. Arar was moved to Sednaya prison and released on 29 September.
وفي 14 آب/أغسطس 2003، نُقل السيد عرار إلى سجن صيدنايا وأُفرج عنه في 29 أيلول/سبتمبر.

It was this information that led the United States Immigration and Naturalization Service to conclude that Arar was a member of Al-Qaida after which he was deported to Syria where he was subsequently tortured.

تحث اللجنة الدولة الطرف على بدء تحقيق فوري وشامل ونزيه في قضايا أحمد المعاطي وعبد الله المالكي وماهر عرار لضمان التحقيق مع جميع الأشخاص الذين يدعى أنهم مسؤولون عن انتهاكات الاتفاقية وتقديمهم إلى العدالة.

The Arar Commission was established to investigate the detention in 2002 of Maher Arar while in transit through New York and his subsequent rendition to the Syrian Arab Republic, where he was subjected to torture.
43- وأُنشئت لجنة عرار للبحث في احتجاز ماهر عرار في عام 2002 أثناء مروره العابر بنيويورك وتسليمه لاحقاً إلى الجمهورية العربية السورية، حيث خضع للتعذيب.

The Committee notes with satisfaction the official apology and compensation provided to Maher Arar and his family soon after the release of a report by the Commission of Inquiry into the Actions of Canadian Officials in relation to Maher Arar.
6- وتشير اللجنة بارتياح إلى الاعتذار الرسمي والتعويضات التي دُفِعَت إلى ماهر عرار وأسرته مباشرةً بعد إصدار تقرير لجنة التحقيق في الإجراءات التي اتخذها المسؤولون الكنديون بشأن ماهر عرار.

The Committee is seriously concerned at the apparent reluctance on part of the State party to protect rights of all Canadians detained in other countries, by comparison with the case of Maher Arar.
16- يساور اللجنة بالغ القلق إزاء تردد الدولة الطرف الواضح في احترام حقوق جميع الكنديين المحتجزين في بلدان أخرى، على غرار قضية ماهر عرار.

Furthermore the Government of the United States has also refused to release any information regarding the assurances against torture it claims it received from Syria in the case of Maher Arar. D. Conclusion

Mr. Arar was released from Syrian custody 10 months later without charge and alleged that he had been beaten by security officers in Jordan and tortured repeatedly, often with cables and electrical cords, during his confinement in a Syrian prison.
وأفرج عن السيد عرعر من الحجز السوري بعدها بعشرة أشهر دون توجيه تهمة إليه حيث زعم أنه تعرض للضرب من قبل ضباط الأمن في الأردن وأنه عذب مرارا وتكرارا، وغالبا ما كان ذلك يتم باستخدام كابلات وأسلاك كهربائية، أثناء احتجازه في سجن سوري.

The Special Rapporteur commends as a model the approach adopted by the Canadian authorities (and by the investigating judge Justice Dennis O'Connor) in the Maher Arar Inquiry into the rendition and torture of a Canadian citizen pursuant to the Bush-era CIA's counter-terrorism programme.
