In response to the request referred to in paragraph 4 above, the Secretariat has prepared the terms of reference for the assessment of funding needs for parties that are developing countries or countries with economies in transition to implement the Convention over the period 2018 - 2022 as set out in the annex to the present note.

Paragraph 6 of Article 13 of the Stockholm Convention on Persistent Organic Pollutants establishes a financial mechanism for the provision of adequate and sustainable financial resources to Parties which are developing countries or countries with economies in transition on a grant or concessional basis to assist in their implementation of the Convention.

The terms of reference for work on modalities on the needs assessment for Parties that are developing countries or countries with economies in transition to implement the provisions of the Convention over the period 2006 - 2010 mandate the Secretariat to facilitate and coordinate the work in two stages.

In response to the request mentioned above, the Secretariat prepared revised draft terms of reference for work on assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2006 - 2010.
13 - واستجابة للطلب الآنف الذكر، أعدت الأمانة اختصاصات منقحة من أجل العمل على تقييم الحاجات التمويلية للأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية على مدار الفترة 2006 - 2010.

(a) To take note of the report on the preliminary assessment of initial funding needs for Parties which are developing countries or countries with economies in transition set out in chapter II of the present note;
(أ) يحيط علما بالتقرير الخاص بالتقييم الابتدائي للحاجات التمويلية الأولية للأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال الوارد في الفصل الثاني من الوثيقة الحالية؛

Introduction 1. By its decision V/32, the Conference of the Parties to the Basel Convention established an emergency assistance mechanism to assist Parties that are developing countries or countries with economies in transition in cases of emergency and compensation for damage resulting from incidents arising from transboundary movements of hazardous and other wastes and their disposal.
1 - أنشأ مؤتمر الأطراف في اتفاقية بازل بمقرره 5/32 آلية لمساعدات الطوارئ هدفها مساعدة الأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال في حالات الطوارئ، وللتعويض عن الأضرار التي تنجم عن الحوادث المترتبة على نقل النفايات الخطرة وغيرها من النفايات والتخلص منها عبر الحدود.

In its decision SC-3/15, the Conference of the Parties welcomed the preliminary assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2006 - 2010, as set out in document UNEP/POPS/COP.3/19.

The report on funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2010 - 2014 is set out in the annex to the present note.

Considering that many transit States are developing countries or countries with economies in transition that need international assistance to support their efforts to prevent and suppress drug trafficking and to reduce the demand for illicit drugs,
