In fact, we encourage capacity-building in developing countries in order to enable them to reap the benefit of fisheries within and beyond areas under their national jurisdiction.

Other delegations pointed out that even in the case of research having direct significance for the exploration and exploitation of natural resources or research taking place in their territorial sea, they were not aware of any denials to requests under Part XIII.
