Let me finally call upon all States that have not yet done so to become parties to the Convention and its Protocols and to adhere to its provisions, including the important amendment to extend the scope to include armed conflicts of a non-international character.

It could be extended by including the 1977 Additional Protocol II. Recent events have shown that most serious violations of international humanitarian law currently occur in armed conflicts of a non-international character.
ويمكن توسيعها بإدراج البروتوكول اﻹضافي الثاني لعام ١٩٧٧. وقد أوضحت اﻷحداث اﻷخيرة أن أشد الانتهاكات خطورة للقانون اﻹنساني الدولي تحدث حاليا في النزاعات المسلحة ذات الطابع غير الدولي.

Article 3 which is common to the four Geneva Conventions applies to all armed conflicts of a non-international character and occurring in the territory of one of the Powers parties to the Convention.
إن المادة ٣ المشتركة بين اتفاقيات جنيف اﻷربع تنطبق على جميع النزاعات المسلحة ذات الطابع غير الدولي والتي تنشب في إقليم إحدى الدول اﻷطراف في الاتفاقية.

Regarding the amendments to the Rome Statute, let us recall that the modification of article 8 has added to the war crimes committed in the context of armed conflicts of a non-international character the use of poison or poisoned weapons, the use of asphyxiating, poisonous or other gases and all analogous liquids, materials or devices, and the use of bullets which expand or flatten easily in the human body.
وفيما بتعلق بتعديلات نظام روما الأساسي، فلنتذكر أن تعديل المادة 8 قد أضاف إلى جرائم الحرب المرتكبة في إطار الصراعات المسلحة ذات الطابع غير الدولي استخدام السموم أو الأسلحة المسمّمة والغازات الخانقة أو السامة أو ما شابهها، وجميع ما في حكمها من السوائل أو المواد أو الأجهزة، وكذلك الطلقات التي تتمدد أو تتسطح في الجسم.
