وإذ تذكﱢر بأن الاحتلال اﻷجنبي من جانب القوات المسلحة لدولة ما ﻷراضي دولة أخرى يشكل عقبة وانتهاكا جسيما لحقوق اﻹنسان وفقا للفقرة ٠٣ من الجزء اﻷول من إعلان وبرنامج عمل فيينا، وعدوانا وجريمة ضد سلم البشرية وأمنها، وفقا لقرار الجمعية العامة ٤١٣٣)د-٩٢( المؤرخ في ٤١ كانون اﻷول/ديسمبر ٤٧٩١،
