١٠ - تشجﱠع التنظيمات والوكالات اﻹقليمية على القيام، في ميادين اختصاصها، بالنظر في إمكانية إنشاء وتدريب أفرقة من المراقبين العسكريين والمدنيين وبعثات لتقصي الحقائق ووحدات من قوات حفظ السلم، للاستعانة بها حسب الاقتضاء، بالتنسيق مع اﻷمم المتحدة، وحيثما اقتضى اﻷمر، تحت سلطة مجلس اﻷمن أو بإذنه وفقا للميثاق؛

144. Bearing in mind the primacy of the United Nations in the maintenance of international peace and security, the Special Committee reaffirms the important contribution that regional arrangements and agencies can make to peacekeeping, in accordance with Chapter VIII of the Charter of the United Nations, where appropriate, and when the mandate and capacity of regional arrangements or agencies allow.
144- تؤكد اللجنة الخاصة مجددا، إذ تأخذ في الاعتبار زعامة الأمم المتحدة في مجال صون السلام والأمن الدوليين، أهمية الإسهام الذي يمكن أن تقدمه الترتيبات والوكالات الإقليمية في مجال حفظ السلام، وفقا للفصل الثامن من ميثاق الأمم المتحدة، حسب الاقتضاء، وحينما تسمح بذلك ولايات تلك الترتيبات أو الوكالات الإقليمية وقدراتها.
