4. This article shall not affect any rights or obligations that High Contracting Parties to Protocol V under the Convention have under that Protocol.

Protective legislation relating to matters covered in this article shall be reviewed periodically in the light of scientific and technological knowledge and shall be revised, repealed or extended as necessary.
يجب أن تستعرض التشريعات الوقائية المتصلة بالمسائل المشمولة بهذه المادة استعراضا دوريا في ضوء المعرفة العلمية والتكنولوجية، وأن يتم تنقيحها أو إلغاؤها أو توسيع نطاقها حسب الاقتضاء

11. All decisions of the [name of the independent body] under this article shall be in writing, shall state the action taken and the reasons therefor and shall promptly be made part of the record of the procurement proceedings, together with the application received by the [name of the independent body] under this article.
11- تكون جميعُ القرارات الصادرة عن [يُدرَجُ هنا اسم الهيئة المستقلة] بمقتضى هذه المادة قرارات مكتوبة تبيِّن التدابيرَ المتخذة والأسباب الداعية إلى اتخاذها، وتُدرَج تلك القراراتُ فوراً في سجل إجراءات الاشتراء، جنباً إلى جنب مع الطلب الذي تلقته [يُدرَجُ هنا اسم الهيئة المستقلة] بمقتضى هذه المادة.

4. Any requirement established pursuant to this article shall be set out in the pre-qualification or pre-selection documents, if any, and in the solicitation documents and shall apply equally to all suppliers or contractors.
4- أيُّ اشتراط يُفرَض بمقتضى هذه المادة يجب أن يُبَيَّن في وثائق التأهيل الأوَّلي أو وثائق الاختيار الأوّلي، إن وجدت، وفي وثائق الالتماس، وأن يُطبَّق بالتساوي على جميع الموَرِّدين أو المقاولين.
