2. Since the requests contained in paragraphs 2, 3 and 4 of the draft resolution could be implemented only after the amendment of paragraph 13 of article VIII of the statute of UNITAR, it would be appropriate to structure the draft resolution so that the substance of operative paragraph 5 precedes paragraphs 2, 3 and 4.

Moreover, the General Assembly had decided that, although voluntary contributions would form the Institute's principal source of income, a subvention towards meeting the administrative costs would be provided from the regular budget of the United Nations and that the actual amount of such subvention would be decided in accordance with article VIII of the Institute's statute.
