116. In the light of all of the above, the Special Rapporteur concludes that the inclusion is warranted in the set of draft articles on protection of Persons in the Event of Disasters of an additional draft article concerning the elaboration of the Duty to Cooperate.

Referring to the draft articles on protection, preservation and management of aquifers, he said that in accordance with the principle of sovereignty over natural resources, water resources belonged to the States in whose territory they were located and were exclusively subject to the sovereignty of those States.

136. His delegation took note of the approval on second reading of the topic " Expulsion of aliens " , and it welcomed the Commission's adoption on first reading of the set of draft articles on protection of persons in the event of disasters, a subject to which Peru attached great importance.

33. His delegation commended the Commission on the progress made during its sixty-sixth session on a broad range of topics, in particular the adoption, on second reading, of the draft articles on the expulsion of aliens and, on first reading, the draft articles on protection of persons in the event of disasters.
33 - ويثني وفد بلده على اللجنة للتقدم الذي أحرزته في دورتها السادسة والستين بشأن نطاق واسع من الموضوعات، لا سيما اعتمادها في القراءة الثانية لمشاريع المواد المتعلقة بطرد الأجانب، وفي القراءة الأولى لمشاريع المواد المتعلقة بحماية الأشخاص في حالات الكوارث.

50. In the light of the foregoing, the Special Rapporteur concludes that the inclusion is warranted in the set of draft articles on protection of persons in the event of disaster of an additional draft article concerning the protection of disaster relief personnel, equipment and goods.
50 - في ضوء ما تَقدَّم، يخلص المقرر الخاص إلى وجود ما يسوغ إدراج مشروع مادة إضافية تتعلق بحماية موظفي الإغاثة في حالات الكوارث وحماية معداتهم وسلعهم في مجموعة مشاريع المواد المتعلقة بحماية الأشخاص في حالات الكوارث.

8. As to the draft articles on protection of persons in the event of disasters, her delegation welcomed the fact that they were based on the fundamental premises it had always held to be intrinsic to the legal regulation of such protection, namely territorial sovereignty and non-interference in the internal affairs of affected States.
8 - وقالت إنه فيما يخص مشاريع المواد المتعلقة بحماية الأشخاص في حالات الكوارث، ترحب حكومتها باستناد تلك المواد إلى المنطلقات الأساسية التي تعتبرها دوما عنصرا جوهريا في التنظيم القانوني لمثل هذه الحماية وهي، السيادة الإقليمية وعدم التدخل في الشؤون الداخلية للدول المتأثرة.

Finally, section D, on " Protection in the transit state " , contained a new draft article 16, purporting to extend the application of the draft articles on protection of human rights to the entire expulsion process and the whole of the journey from the expelling State to the receiving State.
وأخيرا، يتألف الفرع دال، وهو بشأن " الحماية في دولة العبور " ، من مشروع جديد للمادة 16، الرامية إلى توسيع نطاق تطبيق مشروع المواد المتعلقة بحماية حقوق الإنسان على مدى عملية الطرد بأسرها وعلى مدى كامل الرحلة من الدولة الطاردة إلى الدولة المستقبلة.

23. Mr. Dufek (Czech Republic) said that there was a need to be cautious when determining the level of protection accorded to individuals in the draft articles on protection of human rights of persons who had been or were being expelled.

At its sixty-second session (2010), the Commission considered the draft articles on protection of the human rights of persons who have been or are being expelled, as revised and restructured by the Special Rapporteur (A/CN.4/617), together with the sixth report of the Special Rapporteur (A/CN.4/625 and Add.1).

46. Ms. Mosquini (International Federation of Red Cross and Red Crescent Societies (IFRC)), commenting on the draft articles on protection of persons in the event of disasters, said the deferral of a decision on the instrument's final form presented problems even at the current early stage of work.
46 - السيدة موسكيني (الاتحاد الدولي لجمعيات الصليب الأحمر والهلال الأحمر): قالت في معرض تعليقها على مشاريع المواد المتعلقة بحماية الأشخاص في حالات الكوارث إن تأجيل البت في شكل الصك النهائي يثير مشاكل حتى في المرحلة الحالية المبكرة من العمل.

68. As to the draft articles on protection of persons in the event of disasters, Estonia agreed that the principles of humanity, neutrality and impartiality were well established in international humanitarian law and that the provision of assistance must not interfere with the sovereignty of the receiving State, but must first and foremost take account of the interests of the people who were suffering.
68 - وفي ما يتعلق بمشاريع المواد المتعلقة بحماية الأشخاص في حالات الكوارث، قال إن إستونيا توافق على إرساء مبادئ الإنسانية والحياد والنزاهة أيضا بشكل جيد في القانون الإنساني الدولي وعلى وجوب ألا يشكل إرساء تقديم المساعدة تدخلا في سيادة الدولة المستقبلة، بل يجب أن يراعي في المقام الأول مصالح السكان الذين يعانون.
