In accordance with articles 60 and 80 of the Convention, the coastal State has the exclusive right to construct, and to authorize and regulate the construction, operation and use, of artificial islands, installations and structures in the exclusive economic zone and on the continental shelf; it also has exclusive jurisdiction over these islands, installations and structures.

UNCLOS also requires coastal States to develop, implement and enforce international rules and standards for the prevention, reduction and control pollution of the marine environment from artificial islands, installations and structures.114
وكذلك تتطلب الاتفاقية من الدول الساحلية وضع وإنفاذ قواعد ومعايير دولية لمنع تلوث البيئة البحرية من جراء الجزر الاصطناعية والمنشآت والتركيبات، وخفضه والسيطرة عليه(114).

The law provides also for the application of laws and regulations of the Republic of Korea in the exclusive economic zone, unless otherwise agreed upon with other States, to artificial islands, installations and structures, as well as for the exercise of hot pursuit for violation of the laws and regulations of the Republic of Korea in the zone (see Law of the Sea Bulletin No. 33).

Nevertheless, article 6 of the Act asserts Uruguay’s exclusive right to construct, authorize and regulate the construction, operation and use of artificial islands, installations and structures in its exclusive economic zone “regardless of their nature and characteristics”.
