In February 2008, the Chef de Cabinet of the Secretary-General addressed a memorandum to the heads of all departments, funds and programmes, bringing to their attention the terms of paragraph 5 of resolution 62/63, and urging them to take it into account when making the necessary requests for personnel to serve as experts on mission.

5. Requests the Secretariat to ensure that requests to Member States seeking personnel to serve as experts on mission make States aware of the expectation that persons who serve in that capacity should meet high standards in their conduct and behaviour and are aware that certain conduct may amount to a crime for which they may be held accountable;
5 - تطلب إلى الأمانة العامة أن تكفل توجيه انتباه الدول في الطلبات التي توجه إلى الدول الأعضاء لالتماس أفراد للعمل كخبراء موفدين في بعثات إلى أن من المنتظر من أي شخص يعمل بتلك الصفة أن يلتزم بمعايير رفيعة في سلوكه وتصرفاته، وأن يكون على علم بأن بعض أنواع السلوك قد ترقى إلى مرتبة الجريمة ويمكن مساءلته عنها؛

I therefore envisage making further use of Government-provided personnel as experts on mission for time-limited, specialized functions that are not required on an ongoing basis in the Secretariat or are not readily available, without any expectation of longer-term United Nations engagement.

20. Based on the statement of the Legal Counsel, the Commission decided that article VI of the Convention on the Privileges and Immunities of the United Nations shall apply mutatis mutandis to the members of the Commission, as experts on mission for the United Nations.
٠٢ - واستنادا إلى بيان المستشار القانوني، قررت اللجنة أن المادة السادسة من اتفاقية امتيازات وحصانات اﻷمم المتحدة تنطبق، بعد إدخال ما يلزم من تعديل، على اﻷعضاء بصفتهم خبراء يقومون بمهمة لﻷمم المتحدة.

61. In accordance with this view, as military observers are persons " to whom a mission or task has been entrusted by the Organization " , the Secretariat has taken the view that the legal status of military observers is correctly classified as experts on mission.

In dealing with such classified material and in the exercise of all their other functions, the members of the Commission shall enjoy the privileges and immunities as experts on mission for the United Nations in accordance with article VI of the Convention on the Privileges and Immunities of the United Nations.
