In other States, however, human rights defenders have difficulty in communicating information because they lack resources to collect or communicate details of human rights violations, because there is no legislative or administrative framework through which they may operate or because they do not recognize themselves as human rights defenders.

24. From 6 to 7 November 2009, the Special Rapporteur attended a workshop on national human rights institutions as human rights defenders in Rabat, Morocco.
