1. 1- عندما يراد ملء منصب انتخابي أو أكثر في وقت واحد وبنفس الشروط يكون لكل وفد يحق له التصويت أن يدلي بصوته لانتخاب مرشحين بعدد المناصب المراد ملؤها، وينتخب بعدد لا يتجاوز عدد تلك المناصب المرشحون الحاصلون في الاقتراع الأول على أغلبية الأصوات المدلى بها وعلى أكبر عدد من الأصوات.
