Any person whose rights and freedoms as recognized in the Covenant are violated has an effective remedy, notwithstanding that the violation has been committed by persons acting in an official capacity.
فأي شخص تنتهك حقوقه أو حرياته المعترف بها في هذا العهد يتاح له سبيل فعال للتظلم والانتصاف حتى لو ارتكب هذا الانتهاك أشخاص يتصرفون بصفتهم الرسمية.

6.4 The Committee points out that article 2 of the Covenant may be invoked by individuals only in relation to other provisions of the Covenant and observes that article 2, paragraph 3 (a), provides that each State party shall undertake " to ensure that any person whose rights or freedoms as recognized [in the Covenant] are violated shall have an effective remedy " .
