In introducing this sub-item, at the 2nd plenary meeting, on 1 December, the President recalled that under Article 7.2 of the Convention the Conference of the Parties, as the supreme body of the Convention, was mandated to keep under regular review the implementation of the Convention and to make, within its mandate, the decisions necessary to promote the effective implementation of the Convention.

When the Conference of the Parties exercises its functions as the supreme body of this Protocol, any member of the Bureau of the Conference of the Parties representing a Party to the Convention but, at the same time, not a Party to this Protocol, shall be substituted by an additional member to be elected by and from the Parties to this Protocol.
١١- عندما يمارس مؤتمر اﻷطراف مهامه باعتباره الهيئة العليا لهذا البروتوكول، يستعاض عن أي عضو من أعضاء مكتب مؤتمر اﻷطراف يمثل طرفاً في الاتفاقية بدون أن يكون في الوقت نفسه طرفاً في هذا البروتوكول، بعضو آخر تنتخبه اﻷطراف في هذا البروتوكول من بينها.
