A. Observations concerning the report to the General Assembly at its forty-ninth session

This question was considered by the General Assembly at its forty-ninth and fifty-sixth sessions (resolutions 49/123 and 56/201).

In accordance with paragraphs 2 and 3 of the annex to resolution 33/138, the 21 Vice-Presidents of the General Assembly at its forty-ninth session shall be elected according to the following pattern:
ووفقا للفقرتين ٢ و ٣ من مرفق القرار ٣٣/١٣٨، يُنتخب نواب رئيس الجمعية العامة الواحد والعشرون في الدورة التاسعة واﻷربعين للجمعية العامة وفقا للنمط التالي:

1. The Special Rapporteur submitted his interim report on the situation of human rights in Haiti to the General Assembly at its forty-ninth session in New York (A/49/513, 14 October 1994).
١- قدم المقرر الخاص تقريره التمهيدي عن حالة حقوق الانسان في هايتي الى الدورة التاسعة واﻷربعين للجمعية العامة في نيويورك )A/49/513، ٤١ تشرين اﻷول/أكتوبر ٤٩٩١(.

The Special Rapporteur submitted a preliminary report to the General Assembly at its forty-ninth session in October 1994 (A/49/594 and Add 1).
٤- وفي تشرين اﻷول/أكتوبر ١٩٩٤ قدم المقرر الخاص تقريرا مؤقتا إلى الدورة التاسعة واﻷربعين للجمعية العامة )A/49/594 وA/49/594/Add.1(.

10. Requests the Secretary-General to submit a report, as soon as possible, to the General Assembly at its forty-ninth session pursuant to the recommendation contained in paragraph 21 of the report of the Advisory Committee; 2/

4. Speaking before the General Assembly at its forty-ninth session on the subject of the working methods of the Security Council, the Minister for Foreign Affairs of the French Republic stated that the Council must allow for fuller public debate in reaching its decisions than it currently did:

9. In this chapter, the Special Rapporteur reports the comments which he received from Governments and non-governmental organizations following the submission of his report to the General Assembly at its forty-ninth session (A/49/677, annex) and the exchange of correspondence which ensued.

The Federal Government finds it regrettable that the Special Rapporteur - as in the case of his report to the General Assembly at its forty-ninth session (A/49/677, annex) - mentions in his report to the Commission on Human Rights at its fifty-first session (E/CN.4/1995/78) xenophobic incidents alleged to have occurred in Germany without giving the federal Government an opportunity to explain its position before the report went to press.

Pending the Secretary-General's report on the financing of UNAMIR to the General Assembly at its forty-ninth session, the present report contains the revised cost estimate for UNAMIR for the period from 5 April to 30 September 1994 and includes the additional resources that will be required on an immediate basis to enable the Mission to execute its expanded mandate.
وريثما يقدم تقرير اﻷمين العام عن تمويل بعثة اﻷمم المتحدة لتقديم المساعدة الى رواندا الى الدورة التاسعة واﻷربعين للجمعية العامة، فإن هذا التقرير يتضمن تقدير التكلفة المنقح للبعثة للفترة من ٥ نيسان/ابريل إلى ٣٠ أيلول/سبتمبر ١٩٩٤ ويتضمن كذلك الموارد الاضافية التي ستلزم بشكل فوري لتمكين البعثة من تنفيذ ولايتها الموسعة.
