With regard to the question of when conduct of an organ of an international organization placed at the disposal of a State was attributable to the latter, articles 6, 8, 9 and 11 of the articles on State responsibility could be applied by analogy.

The placing of an organ of an international organization at the disposal of a State could presumably take various forms and would depend in particular on the agreement reached between the State and the organization and on the nature of the activity for which the organ had been placed at the disposal of the State.

With regard to the specific issues raised in chapter III of the report, the question of when conduct of an organ of an international organization placed at the disposal of a State was attributable to the latter might be regarded as governed by article 6 of the articles on State responsibility, mutatis mutandis.
