٢١- وترحب مفوضية اﻷمم المتحدة لشؤون اللاجئين باستمرار دول عديدة في الاستجابة بسخاء باستقبال ملتمسي اللجوء على أقاليمها وباتخاذ التدابير اللازمة لتوفير الحماية المؤقتة لهم حسب الحاجة، ولكن بالرغم من ذلك حدث خلال الفترة المشمولة بالتقرير عدد من الحالات رفض فيها السماح بدخول ملتمسي اللجوء عند الحدود دون أن تتاح لهم إمكانية الوصول إلى إجراءات عادلة وفعالة لتحديد احتياجاتهم من الحماية.
