Rule 107.2 (c) of the Regulations and Rules Governing Programme Planning stipulates that " the evaluation system shall include the ad hoc in-depth evaluation of selected programme areas or topics conducted internally or externally at the request of intergovernmental bodies or at the initiative of the Secretariat " .
