9. In view of the broad nature of the agenda at the South Summit, and the importance of its outcome, it is indispensable for all members of the Group of 77 to participate in the South Summit at the level of Head of State or Government.

The representative of Cuba said that, at the South Summit of the Group of 77 held in Havana in April 2000, almost all the Group's members had expressed concern with the increasing marginalization of the LDCs and had called on the international community to take action.

Recalling also the Havana Programme of Action adopted by the Group of 77 and China at the South Summit held in Havana from 10 to 14 April 2000,9 which noted with concern the threat of increasing technological marginalization of the South and decided to make science and technology a priority item on the national agenda as well as in the area of South-South cooperation,
