وأبدي ارتياح لأن مشروع المبادئ التوجيهية تناول الإعلانات التفسيرية فيما يتعلق بالمعاهدات الثنائية، ورئي أن القاعدة القائلة بأن قبول هذه الإعلانات يشكل تفسيرا حقيقيا للمعاهدات الثنائية تعد بمثابة تطوير تقدمي لقانون المعاهدات ويستحق مزيدا من التمحيص.
