4.5 Finally, the State party argues that the author has failed to substantiate his claims under the Covenant in order to make a prima facie case.

6.4 As to the claims under articles 26 and 14, paragraph 1, the Committee considers that the author has failed to show that she was a victim of differentiated treatment on any of the grounds established in article 26.
