١ - تقرر أن تأذن لﻷمين العام بالدخول في التزامات بمبلغ يصل إلى ٠٠٠ ٥١٧ ٥ من دولارات الولايات المتحدة من الباب ٢٦ من الميزانية البرنامجية لفترة السنتين ١٩٩٦-١٩٩٧ لتوفير خدمات المؤتمرات لمؤتمر اﻷطراف في اتفاقية اﻷمم المتحدة اﻹطارية بشأن تغير المناخ، وهيئاته الفرعية؛

12. In its resolution 50/216 of 23 December 1995, the General Assembly decided to authorize the Secretary-General to enter into commitments not exceeding a monthly level of $2,329,700 should the mandate of the Mission be extended beyond 31 March 1996.
١٢ - وكانت الجمعية العامة قد قررت، في قرارها A/50/216 المؤرخ ٢٣ كانون اﻷول/ديسمبر ١٩٩٥ أن تأذن لﻷمين العام بالدخول في التزامات لا تتجاوز معدلا شهريا يبلغ ٧٠٠ ٣٢٩ ٢ دولار في حالة تمديد البعثة إلى ما بعد ٣١ آذار/مارس ١٩٩٦.

The General Assembly agreed with this proposal and in its resolution 51/233 of 13 June 1997 it decided, inter alia, to authorize the Secretary-General to enter into commitments in the amount of $1,773,618 to cover the costs resulting from the incident at the headquarters of the Force Qana on 18 April 1996, and that the amount should be borne by the Government of Israel.

As indicated therein, the General Assembly decided at its forty-eighth session, on an exceptional basis, to authorize the Secretary-General to enter into total commitments for ONUMOZ up to the amount of $82.3 million gross, inclusive of the authorization provided under General Assembly resolution 47/224 C, for the period from 1 November 1993 to 28 February 1994.
وجاء فيها أن الجمعية العامة قررت بصفة استثنائية في دورتها الثامنة واﻷربعين أن تأذن لﻷمين العام بالدخول في التزامات يبلغ اجماليها ٨٢,٣ مليون دولار، تتضمن ما أذنت به الجمعية العامة في قرارها ٤٧/٢٢٤ جيم، للفترة من ١ تشرين الثاني/نوفمبر ١٩٩٣ الى ٢٨ شباط/فبراير ١٩٩٤.

" (a) Decides, on an exceptional basis, to authorize the Secretary-General to enter into commitments for the maintenance of the Mission in Haiti:

The General Assembly decides to authorize the Secretary-General to enter into additional commitments for the maintenance of the United Nations Protection Force for the period from 1 April to 31 July 1994 at a rate not to exceed $15.9 million gross ($15.8 million net) per month.
إن الجمعية العامة تقرر أن تأذن لﻷمين العام بالدخول في التزامات إضافية من أجل استمرار قوة اﻷمم المتحدة للحماية للفترة من ١ نيسان/ابريل إلى ٣١ تموز/يوليه ١٩٩٤ وذلك بمعدل لا يتجاوز إجماليه ١٥,٩ مليون دولار )صافيه ١٥,٨ مليون دولار( شهريا.

3. Decides that, should additional resource requirements arise, the General Assembly would consider whether to authorize the Secretary-General to enter into related commitments, as appropriate;
٣ - تقرر أنه، إذا نشأت احتياجات إضافية من الموارد، يمكن أن تنظر الجمعية العامة في اﻹذن لﻷمين العام بالدخول في الالتزامات ذات الصلة، حسب الاقتضاء؛

8. Taking into account its comments and observations as set out in the paragraphs above, the Advisory Committee recommends that the General Assembly authorize the Secretary-General to enter into commitments of $4,193,000 in connection with the conference-servicing and common support requirements of the Counter-Terrorism Committee in 2004.
8 - واللجنة الاستشارية، إذ تأخذ في الاعتبار تعليقاتها وملاحظاتها الواردة في الفقرة المذكورة آنفا، توصي الجمعية العامة بأن تأذن للأمين العام بالدخول في التزامات بمبلغ 000 193 4 دولار فيما يتعلق بخدمات المؤتمرات واحتياجات الدعم المشتركة للجنة مكافحة الإرهاب في عام 2004.

It was further decided to authorize the Secretary-General to enter into commitments for a period of 5.7 months at a monthly rate not to exceed $1,334,500 gross ($1,246,000 net) with regard to the period beyond 12 January 1996.

والثاني، كما اقترحت اليابان، أن تأذن اللجنة لﻷمين العام بالدخول في التزامات بشأن جميع اﻵثار المترتبة في الميزانية البرنامجية واﻹبلاغ عن أي عجز في تقرير أداء الميزانية اﻷول.
