Moqtada al-Sadr and Ayad Allawi were absent from the meeting, although the former sent a representative.

Yet his name provoked strong opposition from almost all quarters, not least among those who later opposed strongly the selection of Mr. Ayad Allawi.

29. In a letter dated 8 June 2004, the Prime Minister designate, Ayad Allawi, requested the United Nations to assist in the preparations for the convening of a national conference which would represent all the colours of the Iraqi political spectrum.

On 30 December, the Speaker of the Iraqi Parliament, Ayad Samarrai, travelled to Amman to discuss enhanced economic cooperation with Jordan, the status of Iraqi refugees, and out-of-country voting that will take place in Jordan.

On 15 November 2006, following a prolonged debate over its chairmanship, the Committee held its first formal session and elected Sheikh Humam Hamoudi (United Iraqi Alliance) as its Chair, and Ayad Sammaraie (Tawafoq) and Fouad Massoum (Kurdistan Alliance) as the Deputy Chairs.

5. Ayad al-Samarrai, a Tawafuq nominee (and Vice-President al-Hashemi's deputy in the Iraqi Islamic Party), was elected the new Speaker of Parliament during a parliamentary session held at the Council of Representatives on 19 April.

9. The Council of Representatives also endorsed the appointments of three new Vice-Presidents: former Prime Minister Al-Maliki, former Speaker of the Council of Representatives Osama al-Nujaifi and former Prime Minister Ayad Allawi.
