The working paper entitled “Basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation” (A/AC.182/L.100) offered further guidance on the imposition, implementation and lifting of sanctions.
أما ورقة العمل المعنونة " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " (A/AC.182/L.100) فتتضمن توجيهات جديدة بشأن فرض الجزاءات وتطبيقها ورفعها.

It noted with satisfaction the article-by-article consideration given to the working paper submitted by the Russian Federation entitled “Basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation” (A/54/33, paras. 34-69).
وهو يلاحظ مع الارتياح ما تم من النظر مادة مادة في ورقة العمل المقدمة من الاتحاد الروسي والمعنونة " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " A/54/33)، الفقرات ٤٣ - ٩٦(.

45. At the 8th meeting of the Working Group, on 2 February 1998, the representative of the Russian Federation introduced a working paper entitled “Basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation” (A/AC.182/L.100), which read as follows:
٤٥ - وفي الجلسة ٨ التي عقدها الفريق العامل في ٢ شباط/فبراير ١٩٩٨، قدم ممثل الاتحاد الروسي ورقة عمل بعنوان " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " )A/AC.182/L.100(، نصها كما يلي: " أولا

45. The issues raised in the Russian Federation’s proposals on the Basic conditions and criteria for the operations of peacekeeping missions and mechanisms for the prevention and resolution of crises and conflicts (A/51/33, para. 128) were valid and genuine.
٤٥ - ومضى قائلا إن القضايا التي أثارتها مقترحات الاتحاد الروسي بشأن الشروط والمعايير اﻷساسية لعمليات بعثات حفظ السلام وآليات منع نشوب الازمات والنزاعات وتسويتها )A/51/33، الفقرة ١٢٨( قضايا واردة وحقيقية.

It had completed a first preliminary reading of the working paper entitled “Basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation”, and it had taken a new approach, generally deemed promising to the proposal to establish a dispute prevention and early settlement service which placed more emphasis on existing methods of dispute settlement.
فقد أتمت اللجنة القراءة التمهيدية اﻷولى لورقة العمل المعنونة " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرهــا مــن التدابيــر القسرية وتنفيذها " ، واتخذت نهجا جديدا، يعتبر عموما نهجا موفقا، إزاء اقتراح إنشاء دائرة لمنــع المنازعــات وتسويتها مبكرا، وهو نهج يركز بقدر أكبر على اﻷساليب القائمة لتسوية المنازعات.

38. Mr. Nungka (Malaysia), commenting on the working paper submitted by the Russian Federation on Basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation, said that sanctions were an extreme measure of last resort, to be applied after alternative measures under Article 40 of the Charter had been exhausted, and after the Security Council had carefully defined their scope and time-frame.
٣٨ - السيد نونغكا )ماليزيا(: علق على ورقة العمل المقدمة من الاتحاد الروسي بشأن الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها، فقال إن الجزاءات تمثل تدبيرا صارما ينبغي أن يطبق كملجأ أخير بعد أن تستنفد التدابير البديلة المنصوص عليها في المادة ٤٠ من الميثاق، وبعد أن يكون مجلس اﻷمن قد حدد بدقة نطاقها وإطارها الزمني.
