The European Union is convinced that the creation of a democratic, viable and peaceful sovereign Palestinian State on the basis of existing agreements and through negotiations would be the best guarantee of Israel’s security and Israel’s acceptance as an equal partner in the region.
والاتحاد اﻷوروبي على اقتناع بأن إنشاء دولة فلسطينية ذات سيادة وديمقراطية ومسالمة وقادرة على البقاء على أساس الاتفاقات القائمة وعن طريق المفاوضات هو أفضل ضمان ﻷمن إسرائيل ولقبول إسرائيل كشريك في المنطقة على قدم المساواة.

(b) In operative paragraph 11, the words “efforts to reduce their nuclear weapons” were replaced by the words “efforts aimed at reducing and eliminating their nuclear weapons on the basis of existing agreements”.
)ب( في الفقرة ١١ من المنطوق، أستعيض عن عبارة " جهودها الرامية إلى خفض أسلحتهما النووية " بعبارة " جهودها الرامية إلى خفض أسلحتهما النووية وإزالتها على أساس الاتفاقات القائمة " ؛

In the European Union Berlin Declaration of March 1999 we stated that " the creation of a democratic, viable and peaceful sovereign Palestinian State on the basis of existing agreements and through negotiations would be the best guarantee of Israel's security " .
وقد أكدنا في إعلان برلين للاتحاد الأوروبي في آذار/مارس 1999، على أن " إقامة دولة فلسطينية ديمقراطية ذات سيادة ومسالمة، على أساس الاتفاقات القائمة ومن خلال المفاوضات، سيكون أفضل ضمان لأمن إسرائيل " .
