15. The Council of Ministers has just adopted a national policy for orphans and other vulnerable children and its implementation will help to resolve some of the difficulties of Batwa children from vulnerable households.
15 - وقد اعتمد مجلس الوزراء للتو سياسة وطنية لصالح اليتامى وغيرهم من الأطفال الضعفاء، وسيحل تطبيق تلك السياسة بعض الصعوبات ذات الصلة بإشكالية أطفال الباتوا ممن ينتمون إلى أسر ضعيفة.

76. CRC was concerned at the situation of children belonging to minorities, including Batwa children.
76- وأعربت لجنة حقوق الطفل عن قلقها إزاء حالة الأطفال من الأقليات بمن فيهم أطفال الباتوا(192).

Furthermore, the Committee is deeply concerned that Batwa children continue to experience severe marginalization and discrimination as many live in extreme poverty and lack access to basic services, including adequate housing, safe drinking water and sanitation, education and health care.

78. The Committee remains concerned that Batwa children suffer from discrimination in relation to the enjoyment of their rights, including the rights to health care, food, survival and development.

(a) Undertake a study to assess the situation and the needs of Batwa children and to elaborate a plan of action involving leaders of the Batwa community to protect the rights of those children and ensure their social services; and
(أ) أن تعد دراسة لتقييم حالة أطفال الباتوا واحتياجاتهم، وأن تضع خطة عمل يشترك فيها زعماء جماعة الباتوا من أجل حماية حقوق هؤلاء الأطفال وضمان حصولهم على الخدمات الاجتماعية؛

The Committee on the Rights of the Child expressed its concern at the situation of Batwa children and the total failure to respect their rights at all levels (CRC/C/100, para. 162).
وأعربت لجنة حقوق الطفل عن قلقها إزاء حالة أطفال الباتوا وعدم احترام حقوقهم إطلاقاً على جميع الصعد (CRC/C/100، الفقرة 162).

(a) Undertake a study to assess the situation and the needs of Batwa children and to elaborate a plan of action, involving leaders of the Batwa community, to protect the rights of those children and ensure access to their social services; and
(أ) أن تعد دراسة لتقييم حالة أطفال الباتوا واحتياجاتهم، وأن تضع خطة عمل يشترك فيها زعماء الباتوا من أجل حماية حقوق هؤلاء الأطفال وضمان حصولهم على الخدمات الاجتماعية؛

(c) Take all necessary measures to address child poverty, inadequate standard of living and vulnerability among Batwa populations, through, inter alia, targeted programmes for families and communities in order to address poverty and discrimination against Batwa children.
(ج) اتخاذ جميع التدابير الضرورية للتصدي لفقر الأطفال، والمستوى المعيشي غير الملائم، وحالة الضعف لدى سكان الباتوا، من خلال إجراءاتٍ منها وضع برامج محددة الأهداف للأسر والمجتمعات بُغية محاربة الفقر والتمييز ضد أطفال الباتوا.

(b) Adopt all necessary measures to combat all forms of discrimination faced by Batwa children and take immediate steps to ensure that in law and practice, Batwa children have full and equal access to education, adequate housing, health care and all other government services without discrimination.
(ب) اعتماد كل التدابير الضرورية لمحاربة جميع أشكال التمييز التي يواجهها أطفال الباتوا واتخاذ إجراءات فورية لضمان حصولهم، في القانون والممارسة، بشكلٍ كامل على قدم المساواة مع غيرهم، على التعليم والسكن الملائم والرعاية الصحية وسائر الخدمات الحكومية دون تمييز.

(b) Take further measures to eradicate regional disparities and closely monitor the implementation and outcomes of the ESSP and the campaign for girls' education as well as school enrolment and retention for boys and children in vulnerable situations, particularly Batwa children, children with disabilities and children living in poverty;
(ب) اتخاذ تدابير إضافية من أجل القضاء على الفوارق بين الأقاليم ورصد تنفيذ الخطة الاستراتيجية لقطاع التعليم ونتائجها عن كثب وكذلك الحملة الخاصة بتعليم الفتيات فضلاً عن معدلات التحاق الفتيان والأطفال الذين يعيشون في أوضاعٍ هشة بالمدرسة وبقاؤهم فيها، ولا سيما أطفال الباتوا والأطفال ذوو الإعاقة والأطفال الفقراء؛
