Mr. Bayat Mokhtari (Islamic Republic of Iran): My delegation has asked for the floor to explain its vote on the draft resolution contained in document A/C.5/65/L.22, which is now before the General Assembly, as we cannot join any consensus to recognize any mechanism to enforce unlawful sanctions against my country.

Mr. Bayat Mokhtari (Islamic Republic of Iran) said, referring to the estimates in respect of special political missions in cluster I (A/66/354/Add.1 and Corr.1 and 2), that his Government, while reiterating its commitment to the internationally recognized laws aimed at the prevention of genocide, stressed that the concept of the responsibility to protect had not yet been endorsed by the General Assembly.

18. Mr. Bayat Mokhtari (Islamic Republic of Iran) said that, early in 2011, a New York bank had taken the unprecedented and illegal decision to close the accounts of the missions of several Member States, including that of the Islamic Republic of Iran.

Mr. Bayat Mokhtari (Islamic Republic of Iran) said that his delegation had joined the consensus because it was important not to block an important area of United Nations reform; however, paragraph 71 of the draft resolution was not consistent with the spirit of international labour laws and standards and the Secretary-General's bulletin ST/SGB/2011/6 on the Staff-Management Committee should be updated accordingly.
