It may be recalled that the General Assembly, in its resolution 33/13 E of 14 December 1978, suspended the provisions of the United Nations financial regulations 5.2 (b), 5.2 (d), 4.3 and 4.4 in respect of those amounts which otherwise would have to be surrendered and directed that it be held in suspense pending a further decision by the Assembly.
١٧ - وتجدر الاشارة الى أن الجمعية العامة، قررت في قرارها ٣٣/١٣ هاء المؤرخ ١٤ كانون اﻷول/ديسمبر ١٩٧٨، وقف العمل بأحكام البنود ٥-٢ )ب( و ٥-٢ )د( و ٤-٣ و ٤-٤ من النظام المالي لﻷمم المتحدة فيما يتعلق بالمبالغ التي لولا ذلك لتعين التنازل عنها، وأصدرت توجيهاتها بأن يحتفظ بها في حساب معلق ريثما تتخذ الجمعية العامة قرارا آخر.

It may be recalled that the General Assembly, by its resolution 34/9 E of 17 December 1979, suspended the provisions of regulations 5.2 (b), 5.2 (d), 4.3 and 4.4 of the Financial Regulations of the United Nations in respect of those amounts which otherwise would have to be surrendered, and directed that these be held in suspense pending a further decision by the Assembly.
١٩ - وتجدر اﻹشارة الى أن الجمعية العامة قامت، في قرارها ٣٤/٩ هاء المؤرخ ١٧ كانون اﻷول/ديسمبر ١٩٧٩، بتعليق أحكام البنود ٥-٢ )ب( و ٥-٢ )د( و ٤-٣ و ٤-٤ من النظام المالي لﻷمم المتحدة فيما يتعلق بالمبالغ التي كان سيتعين لولا ذلك التنازل عنها، وقررت أن توضع هذه المبالغ في حساب يبقى معلقا بانتظار اتخاذ الجمعيــة العامـة قرارا آخر.

The General Assembly, in several of its resolutions, the first of which was resolution 33/13 E of 14 December 1978, suspended the provisions of regulations 5.2 (b), 5.2 (d), 4.3 and 4.4 of the Financial Regulations of the United Nations in respect of amounts which otherwise would have to be surrendered from the UNIFIL special account and directed that those amounts be held in suspense pending a further decision by the Assembly.

Lastly, I want to clearly express Cuba's profound conviction that the 6.4 billion human beings on this planet -- who have equal rights according to the United Nations Charter -- urgently require a new order in which the world is not in suspense, as is the case now, awaiting the outcome of the elections in a new Rome, in which only half the voters will participate and nearly $1.5 billion will be spent.

Until the level of outstanding assessed contributions is reduced, the Secretary-General recommends that the surplus balance of $10,657,000, which otherwise would have to be surrendered as credits to Member States, be entered into the account established pursuant to General Assembly resolution 34/9 E of 17 December 1979 and held in suspense pending a further decision by the Assembly.

The Board was concerned about the significant variance in the interfund account balance with UNDP, as well as the fact that certain balances could not be appropriately substantiated and the unknown effect on the income statement of transactions in suspense, clearing and the deferred expenditure accounts that needed to be investigated and corrected.
وأعرب المجلس عن قلقه إزاء التفاوت الكبير في رصيد الحساب المشترك مع برنامج الأمم المتحدة الإنمائي، فضلا عن أنـه لم يكن بالإمكان إثبات بعض الأرصدة بالشكل الصحيح، وعـدم معرفـة الأثر المترتـب في بيان الإيرادات على المعاملات المعلقة وعمليات المقاصـة وحسابات الإنفـاق المؤجلـة التي يتعيـن التحقيق فيها وتصحيحها.

(c) The reduction in the surplus balance held in suspense could only be feasible if there is cash available after the operating expenses of UNDOF have been met.

ولا تعد المساهمات النقدية التي يتلقاها اﻷمين العام على أساس تطوعي كسلف ايرادات عند تعيين المبلغ الاجمالي لﻷنصبة التي ستتقرر على الدول اﻷعضاء؛ وتودع هذه المساهمات في حسابات معلقة ما لم يطلب المانح غير ذلك.

(e) Treatment of outstanding credits. With regard to amounts in suspense in favour of Member States at the effective date, all existing unapplied credit balances and overpayments to all peacekeeping missions would also be combined and offset in total against the outstanding and unpaid balances in existence at that date.
(هـ) التعامل مع الأرصدة الدائنة المستحقة - فيما يتعلق بالمبالغ المعلقة لصالح الدول الأعضاء في التاريخ الفعلي، سيجمع أيضا كل ما هو قائم وغير مستغل من الأرصدة الدائنة والمدفوعات الزائدة عما يجب المقدمة لجميع بعثات حفظ السلام، وسُيعّوضُ بالكامل من الأرصدة المستحقة وغير المدفوعة القائمة في ذلك التاريخ.

It is recommended that the provisions of regulations 4.3, 4.4, 5.2 (b) and 5.2 (d) of the Financial Regulations of the United Nations be suspended temporarily and that these amounts be held in suspense pursuant to General Assembly resolution 34/9 E of 17 December 1979, until a further decision is taken by the Assembly.
ويوصى بوقف العمل مؤقتا بأحكام البنود ٤-٣ و ٤-٤ و ٥-٢ )ب( و ٥-٢ )د( من النظام المالي لﻷمم المتحدة وبوضع هذين المبلغين في حساب معلق بموجب قرار الجمعية العامة ٣٤/٩ هاء المؤرخ ٧١ كانون اﻷول/ديسمبر ٩٧٩١ إلى أن تتخذ الجمعية العامة قرارا آخر.

It is recommended that the provisions of regulations 4.3, 4.4, 5.2 (b) and 5.2 (d) of the Financial Regulations of the United Nations be suspended and that this amount be transferred to the account established pursuant to General Assembly resolution 34/9 E and held in suspense until a further decision on the disposition of the surplus balance is taken by the Assembly.
