My delegation was unable to vote in favour of draft resolution A/C.1/59/L.50, entitled " Hague Code of Conduct against Ballistic Missile Proliferation " , because the draft resolution was not the subject of discussion with the other members of the Committee and does not take into account amendments intended to include the concept of the vertical proliferation of ballistic missiles and to emphasize the role of the United Nations.

Unfortunately, draft resolution A/C.1/58/L.53 leaves room for possible misinterpretations as far as this commitment to the full implementation of the practical steps for systematic and progressive efforts to implement article 6 of the NPT, as agreed by the 2000 NPT Review Conference is concerned, because the draft resolution does not reflect them in their entirety.
ومن سوء الطالع أن مشروع القرار A/C.1/58/L.53 يفسح المجال لاحتمالات الخطأ في تفسير هذا الالتزام بالتنفيذ الكامل للخطوات اللازمة للجهود المنهجية التدريجية لتنفيذ المادة 6 من معاهدة عدم انتشار الأسلحة النووية، حسب الاتفاق في المؤتمر الاستعراضي لمعاهدة عدم انتشار الأسلحة النووية لعام 2000، لأن مشروع القرار لا يعبر عنها بالكامل.

42. Ms. Al Moosa (Oman) said that she had abstained in the voting because the draft resolution was selective in the way it dealt with violence against women and did not reflect the consensus achieved in the final document of the twenty-third special session of the General Assembly.

ولسوء الحظ، أن مشروع القرار A/C.1/59/L.23 يترك الباب مفتوحا أمام احتمالات إساءة التفسير، فيما يتعلق بالالتزام بالتنفيذ الكامل للخطوات العملية المتخذة من أجل الجهود المنهجية والتدريجية المبذولة لتنفيذ المادة السادسة من معاهدة عدم انتشار الأسلحة النووية، وفقا لما اتفق عليه في المؤتمر الاستعراضي لعام 2000 لمعاهدة عدم انتشار الأسلحة النووية، وذلك لأن مشروع القرار لا يعكس تلك الخطوات على نحو كامل.

54. Mr. Vigny (Switzerland), while thanking the Russian Federation for having taken into account several proposals for amendments and, in particular, some of those put forward by Switzerland, explained that his delegation had had to abstain from the vote because the draft resolution did not address all contemporary forms of racism and should have been integrated into the draft resolution on racism (A/C.3/64/L.54).
