وفي معظم الحالات يكون مسألة تطور تدريجي غير محسوس من خلال عملية نشوء القيم في المجتمع، وظهور أفكار جديدة آخذة في التجذر؛ وتتعز هذه القيم حتى تصبح أكثر فأكثر ضرورة من ضرورات الوعي الاجتماعي إلى أن يتولد فيها شعور اجتماعي لا يقاوم بوجوب تكريس وحماية هذه القيم رسمياً.
