70. Paragraph 2 deals with the entry into force of the Convention as regards those States that become parties thereto after the time for its entry into force under paragraph 1 has already started.
70- تتناول الفقرة 2 من المادة بدء نفاذ الاتفاقية فيما يخص الدول التي تصبح أطرافا فيها بعد أن يكون قد بدأ دخولها حيّز النفاذ بمقتضى الفقرة 1.

5. Calls upon all signatory States that have not yet ratified the Convention to do so without delay, and also calls upon those States that have not signed the Convention to become parties thereto at an early date, thus contributing to the achievement of universal adherence to the Convention;
٥ - تطلب إلى جميع الدول الموقعة التي لم تصدق بعد على الاتفاقية أن تفعل ذلك دون تأخير، وتطلب أيضا إلى الدول اﻷخرى التي لم توقع على الاتفاقية أن تصبح أطرافا فيها في موعد مبكر، فتسهم بذلك في تحقيق التقيد بالاتفاقية على نطاق عالمي؛

Finally, the Assembly would call upon all signatory States that had not yet ratified the Convention to do so without delay, and would also call upon those other States that had not signed the Convention to become parties thereto at an early date, thus contributing to the achievement of universal adherence to the Convention.
وأخيرا، تطلب الجمعية العامة إلى جميع الدول الموقعة التي لم تصدق بعد على الاتفاقية أن تصدق عليها دون تأخير، وتطلب أيضا إلى تلك الدول اﻷخرى التي لم توقع على الاتفاقية أن تصبح أطرافا فيها في موعد مبكر، اﻷمر الذي يسهم في تحقيق التقيد بالاتفاقية على نطاق عالمي.

I am disheartened by the absence of new adhesions to the Convention or to its implementing Agreements this year and reiterate my appeal to all States that have not yet done so to become parties thereto.
وأشعر بشيء من خيبة الأمل لعدم انضمام أطراف جديدة هذا العام إلى الاتفاقية أو إلى الاتفاقين المتعلقين بتنفيذها، وأكرر ندائي إلى جميع الدول التي لم تصبح أطرافاً فيها بعد أن تفعل ذلك.

1. States Parties shall encourage non-parties to this Agreement to become parties thereto and to adopt laws and regulations consistent with its provisions.
١ - تعمل الدول اﻷطراف على تشجيع غير اﻷطراف في هذا الاتفاق على أن تصبح أطرافا فيه وأن تعتمد قوانين وأنظمة تتفق مع أحكامه.

In this regard, we call upon all States still not party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Comprehensive Nuclear-Test-Ban Treaty (CTBT), the Biological and Toxin Weapons Convention (BTWC) and the Chemical Weapons Convention (CWC) to become parties thereto.
وفي هذا الصدد ، فإننا ندعو جميع الدول التي ليست طرفا بعد في معاهدة عدم انتشار الأسلحة النووية ومعاهدة الحظر الشامل للتجارب النووية، واتفاقية الأسلحة البيولوجية والسمية، واتفاقية الأسلحة الكيميائية، إلى أن تصبح أطرافا فيها.

Reaffirming its call upon all signatory States that have not yet ratified the Convention to do so without delay, and calling upon those States that have not signed the Convention to become parties thereto at the earliest possible date, thus contributing to the achievement of universal adherence to the Convention,
وإذ تعيد تأكيد دعوتها جميع الدول الموقعة للاتفاقية التي لم تصدق عليها بعد إلى التصديق عليها دون تأخير، وإذ تهيب بالدول التي لم توقع الاتفاقية أن تصبح أطرافا فيها في أقرب وقت ممكن، وتسهم بذلك في تحقيق الانضمام العالمي إليها،
