2. The Austrian delegation fully supported the approach recommended by the Commission. It reiterated that the draft articles should be adopted as part of a resolution so that they would become a non-binding legal instrument, without excluding the possibility of convening an international conference for the conclusion of a convention on the subject at a later stage.
