From an early date, African countries recognized the close link between public administration and development.

The growth of civil society in the developing world and in new democracies was particularly important in order to enable citizens to manage their own affairs, help set public-policy agendas and fill in critical gaps between public administration and the needs of the people.

Let me conclude by saying that we are convinced that our deliberations within the United Nations on the relationship between public administration and development will contribute to a better understanding of this complex problem in developing countries and countries in transition, as well as in the context of our joint cooperation for development.
واسمحوا لي بأن أختتم بالقول إننا مقتنعون بأن مداولاتنا في إطار اﻷمم المتحدة بشأن العلاقة بين اﻹدارة العامة والتنمية ستسهم في تحقيق تفهم أفضل لهذه المشكلة المعقدة في البلدان النامية والبلدان التي تمر بمرحلة انتقال، باﻹضافة إلى إسهامها في سياق تعاوننا المشترك من أجل التنمية.

33. The Meeting of Experts recommends that special attention be given by the Programme to the relationship between public administration and the outcomes of the major United Nations conferences, including the resumed fiftieth session of the General Assembly, and that, in this connection, particular emphasis be placed on activities that build the capacity of Member States to implement the commitments made at those conferences.
٣٣ - ويوصي اجتماع الخبراء بأن يولي البرنامج أهمية خاصة للعلاقة بين اﻹدارة العامة ونتائج مؤتمرات اﻷمم المتحدة الكبرى، بما في ذلك الدورة المستأنفة الخمسون للجمعية العامة، وبأن يجري التأكيد على نحو خاص في هذا الصدد على اﻷنشطة التي تبني قدرة الدول اﻷعضاء على تنفيذ ما تعهدت به في تلك المؤتمرات.

38. The Fourteenth Meeting of Experts discussed the above theme on the basis of the report prepared by the Secretariat entitled “Relationship between public administration and the implementation of commitments made at United Nations conferences” (ST/SG/AC.6/1998/L.2).
٣٨ - ناقش الاجتماع الرابع عشر للخبراء هذا الموضوع على أساس التقرير الذي أعدته اﻷمانة العامة المعنون " العلاقة بين اﻹدارة العامة وتنفيذ الالتزامات المتعهد بها في مؤتمرات اﻷمم المتحدة " (ST/SG/AC.6/1998/L.2).

152. In view of the strong connection between public administration, finance issues and sectoral development issues, the challenge facing the United Nations as a whole is to improve coordination so as to be more responsive to emerging public management issues related to sustainable development.
١٥٢ - نظرا للصلة القوية بين اﻹدارة العامة والمسائل المالية ومسائل التنمية القطاعية، فإن التحدي الذي يواجه اﻷمم المتحدة ككل يكمن في تحسين التنسيق ليكون أكثر تجاوبا عند معالجة مسائل اﻹدارة العامة المستجدة المتصلة بالتنمية المستدامة.

This time around, a programmatic approach suggested the following themes as particularly relevant: (a) the relationship between public administration and the implementation of commitments made at major United Nations conferences, and (b) key issues and emerging trends in governance.
وفي هذه الجولة اقترح نهج برنامجي يقوم على اعتبار الموضوعين التاليين مسألتين ذواتا صلة خاصة بالبرنامج: )أ( العلاقة بين اﻹدارة العامة وتنفيذ الالتزامات التي جرى التعهد بها في مؤتمرات اﻷمم المتحدة الكبرى و )ب( القضايا الرئيسية والاتجاهات الناشئة في مجال الحكم.
