As to the question of attribution as raised by article 13 of the Model Law (see above, para. 97), it was observed that, while article 13 was generally limited in its scope to the situation where there was a contractual relationship between the originator and addressee of the data message, these Uniform Rules were intended to have a broader sphere of reference.
