20. Accordingly, a direct connection is made between the right to the truth and such measures as amnesties or other juridical arrangements of comparable effect, since these measures not only promote impunity: they also pose a major obstacle to efforts to uphold the right to the truth by inhibiting the conduct of full inquiries.
20- وعليه، تم الربط بين الحق في معرفة الحقيقة وتدابير العفو أو غيرها من التدابير التي تُحدث الأثر القانوني نفسه حيث إن هذا النوع من التدابير لا يسهم فقط في الإفلات من العقاب بل إنه، بمنعه لإجراء تحقيقات شاملة، يشكِّل عقبة كبرى في طريق إعمال الحق في معرفة الحقيقة.

The Special Rapporteur believes that there is an indissoluble link between the right to the truth and the fight against impunity, and intends to examine the question further, to complement the study which the United Nations High Commissioner for Human Rights will conduct, in accordance with Commission on Human Rights resolution 2005/66.

Argentina's experience led, in connection with the link between the right to the truth and the right to an identity, to the creation of the Argentine Forensic Anthropology Team, which has been playing a very important role in seeking out and identifying disappeared persons, locating people killed in extrajudicial executions, helping the courts bring the facts to light and helping, with victims' families, to establish the truth.
