4. During their talks, the two Heads of Government reviewed the state of relations between Zaire and Rwanda, focusing, in particular, on the following points:

- The promotion of a political initiative at the African level to initiate negotiations between Zaire and its neighbours, particularly Rwanda;

When I met with President Mobutu for the second time, at the conclusion of my mission, we reviewed the latest developments since my previous meeting with him, in particular the massive return of refugees to Rwanda from eastern Zaire and the scaling down of the size of the multinational force, as well as the disquieting surge of fighting on the border between Zaire and Uganda.
