226. The Commission stresses that the conservation of biological diversity and the sustainable use of its components cut across a wide spectrum of sectoral and cross-sectoral issues addressed in Agenda 21.

The agreement provides for the appropriate access to genetic resources and appropriate transfer of relevant technologies, taking into account all rights over those resources and to technologies, and by appropriate funding, thereby contributing to the conservation of biological diversity and the sustainable use of its components.

(a) Develop new or strengthen existing strategies, plans or programmes of action for the conservation of biological diversity and the sustainable use of biological resources, taking account of education and training needs;
)أ( وضع استراتيجيات أو خطط أو برامج عمل جديدة أو تعزيز الموجود منها لحفظ التنوع البيولوجي والاستخدام المستدام للموارد البيولوجية، مع مراعاة الاحتياجات التعليمية والتدريبية،

13. With the Convention now entering its second phase and the guidance of the Commission, it is anticipated that Governments will move to integrate the conservation of biological diversity and the sustainable use of biological resources into national development plans and sectoral policies.
١٣ - مع دخول الاتفاقية اﻵن مرحلتها الثانية وبتوجيهات اللجنة أصبح من المتوقع أن تتحرك الحكومات نحو دمج حفظ التنوع البيولوجي والاستخدام المستدام للموارد البيولوجية في خطط التنمية الوطنية والسياسات القطاعية.

213. Moreover, both the Code of Conduct for Responsible Fisheries and the Kyoto Declaration and Plan of Action of December 1995 had called for the conservation of biological diversity and the sustainable use of its component species, as well as the minimization of waste and discards.
