(33) The Committee is concerned that Bolivian migrant workers abroad are not able to exercise their right to vote.

CMW was concerned that there was no comprehensive strategy to help Bolivian migrant workers during the process of return.
وأبدت اللجنة قلقها بشأن غياب استراتيجية متكاملة لمساعدة العمال المهاجرين البوليفيين أثناء عملية العودة إلى وطنهم(149).

43. The Committee reiterates its recommendation that the State party should continue to facilitate the voluntary return of Bolivian migrant workers and members of their families, as well as their durable social and cultural reintegration.
43- توصي اللجنة مجدداً بأن تواصل الدولة الطرف تيسير عودة العمال المهاجرين البوليفيين وأفراد أسرهم الطوعية واندماجهم من جديد اجتماعياً وثقافياً بصفة دائمة.

(34) The Committee encourages the State party to take steps to facilitate the exercise of voting rights by Bolivian migrant workers residing abroad.
(34) تشجِّع اللجنةُ الدولةَ الطرف على اتخِّاذ خطواتٍ لتيسير ممارسة العمال المهاجرين البوليفيين المقيمين في الخارج حق التصويت.

5. The Committee reiterates its appreciation for the political will expressed by the State party to improve its response to the needs of Bolivian migrant workers abroad and for recognizing migration as a priority.
5- تعرب اللجنة مجدداً عن تقديرها للإرادة السياسية التي عبرت عنها الدولة الطرف بالنسبة للاستجابة بشكل أفضل لاحتياجات العمال المهاجرين البوليفيين في الخارج والاعتراف بالهجرة باعتبارها أولوية من الأولويات.

31. The Committee recommends that the State party should take the necessary steps to ensure that its consular services respond more effectively to protect and promote the rights of Bolivian migrant workers and members of their families where necessary and that, in particular, they provide the necessary assistance to any of them who are in detention or subject to an expulsion order.
31- توصي اللجنة بأن تعتمد الدولة الطرف التدابير الضرورية لكفالة استجابة مصالحها القنصلية بكفاءة لضرورة توفير الحماية للعمال المهاجرين البوليفيين وأفراد أسرهم وتعزيز حقوقهم، وبخاصة، تقديم المساعدة التي يحتاجها من يجدون أنفسهم رهن الاحتجاز أو من يصدر في حقهم قرار بالطرد.

36. The Committee recognizes the efforts of the State party to facilitate the right to vote of Bolivian migrant workers living abroad but regrets that, in the 2009 presidential elections, only migrant workers at four destinations were taken into consideration.
36- وتعترف اللجنة بما بذلته الدولة الطرف من جهود في سبيل تيسير ممارسة العمال المهاجرين البوليفيين المقيمين في الخارج الحقَّ في التصويت إلاّ أنها تأسف لأن إمكانية التصويت في الانتخابات الرئاسية لعام 2009 لم تُتَح للعمال المهاجرين سوى في أربعة بلدان.

67. CMW encouraged the country to guarantee the right to vote of Bolivian migrant workers living abroad.
67- وشجعت اللجنة المعنية بحماية حقوق جميع العمال المهاجرين البلد على كفالة حق التصويت للعمال المهاجرين البوليفيين المقيمين في الخارج(126).

82. CMW recommended that Bolivian consular services protect the rights of Bolivian migrant workers and members of their families.
83- وأوصت اللجنة المعنية بحماية حقوق جميع العمال المهاجرين بأن توفر الخدمات القنصلية البوليفية الحماية للعمال المهاجرين البوليفيين وأفراد أسرهم(148).

54. CMW also recommended that consular services respond more effectively to the need for protection of Bolivian migrant workers and invited the Government to facilitate their voluntary return, as well as their durable social and cultural reintegration.
54- وأوصت اللجنة المعنية بحماية حقوق جميع العمال المهاجرين وأفراد أسرهم بأن تستجيب الخدمات القنصلية استجابةً أكثر فعالية لحاجة العمال المهاجرين البوليفيين إلى الحماية(152)، ودعت الحكومة إلى تيسير عودتهم الطوعية إلى الوطن، فضلاً عن تيسير إعادة إدماجهم اجتماعياً وثقافياً على نحو دائم(153).

(28) The Committee recommends that consular services respond more effectively to the need for protection of Bolivian migrant workers and members of their families and, in particular, promptly issue travel documents to all Bolivian migrant workers and members of their families, including those who wish to or have to return to Bolivia.
(28) توصي اللجنة بأن تستجيب الخدمات القنصلية استجابةً أكثر فعالية لحاجة العمال المهاجرين البوليفيين وأفراد أسرهم إلى الحماية، ولا سيما، أن تصدِر على الفور وثائق سفرٍ لجميع العمال المهاجرين البوليفيين وأفراد أسرهم، بمن فيهم الراغبون في العودة إلى بوليفيا أو المضطرون للعودة إليها.
