4 - تكون التعديلات عند بدء نفاذها ملزمة للدول الأطراف التي قبلتها، وتظل الدول الأطراف الأخرى ملزمة بأحكام هذه الاتفاقية وبأي تعديلات سبق لها قبولها.

Art. 29.3: When amendments enter into force, they shall be binding on those States Parties which have accepted them, other States Parties still being bound by the provisions of this Convention and any earlier amendments which they have accepted.
المادة ٢٩-٣: عندمـا تصبح التعديلات نافذة فإنها تكون ملزمة للدول اﻷطراف التي قبلتهــا. وتظــل الدول اﻷطراف اﻷخرى ملزمة بأحكام هذه الاتفاقية وأية تعديلات سابقة تكون قد قبلتها.

5. When an amendment enters into force, it shall be binding on those States Parties which have expressed their consent to be bound by it. Other States Parties shall still be bound by the provisions of this Convention and any earlier amendments that they have ratified, accepted or approved.
5- عندما يبدأ نفاذ أي تعديل، يصبح ملزما للدول الأطراف التي أعربت عن قبولها الالتزام به، وتظل الدول الأطراف الأخرى ملزمة بأحكام هذه الاتفاقية وبأي تعديلات سابقة تكون قد صدقت أو وافقت عليها أو أقرتها.
