President Bouterse: The convening of the High-level Meeting of the General Assembly on the Prevention and Control of Non-Communicable Diseases is a source of pride, gratitude and accomplishment for the States members of the Caribbean Community (CARICOM), on whose behalf I speak today.
الرئيس بوتيرس (تكلم بالإنكليزية): إن عقد اجتماع الجمعية العامة الرفيع المستوى المعني بالوقاية من الأمراض غير المعدية ومكافحتها يمثل مصدر فخر وامتنان وإنجاز للدول الأعضاء في الجماعة الكاريبية، التي أتكلم بالنيابة عنها اليوم.

ووُجِّهت إلى ديسي بوتيرسي و11 مساعداً من مساعديه تهمة اغتيال 15 سياسياً وصحفياً وغيرهم من الأشخاص في كانون الأول/ديسمبر 1982، وكانوا من المعارضين لحكمه الديكتاتوري العسكري(8).

7. According to STP, Bouterse has accepted " political responsibility " for the so-called December killings but denied a direct role and that, while leader of the main opposition party, he tried several times to get parliament to pass an amnesty law.
7- وأفادت الجمعية، بأن بوتيرسي قبلِ " المسؤولية السياسية " عن عمليات اغتيال كانون الأول/ديسمبر المزعومة، بيد أنه نفى قيامه بأي دور مباشر وقال إنه سعى مراراً لحمل البرلمان على اعتماد قانون عفو عندما كان زعيماً لأهم حزب من أحزاب المعارضة.

The view that the commission of serious crimes under international law could not be considered as acts falling within the definition of official duties of a Head of State generated some support in the Commission and references were made to the Bouterse case and opinions expressed in the Pinochet case.
