In this connection, the Committee recalls the recommendations made in 2004 and 2009 by the European Committee on the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.

With reference to its previous recommendations, the Committee remains concerned that no report following the visits to the State party, including the northern Caucasus, carried out by the European Committee for the Prevention of Torture (CPT) have been made public, and that no time frame has been set for the publication of these reports (arts. 2, 4, 11, 12 and 16).

The Committee is also concerned about the reports by the European Committee for the Prevention of Torture regarding families with children, who await expulsion, being detained longer than the maximum limit of 28 days (arts. 3 and 11).

In this connection, the author refers to a June 1994 report by the European Committee for the Prevention of Torture illustrating the superficiality of the reports drawn up by doctors attached to the National High Court.
