Mr. WELBERTS (Germany) said that the Commission's report on the work of its twenty-ninth session had failed to mention some important news, namely, the announcement by the Legal Counsel at the opening of the session that the idea of relocating the secretariat of UNCITRAL from Vienna to New York had been abandoned.

In that connection, she stressed the legal opinion given in January 2002 by the Legal Counsel of the United Nations, stating that Morocco had no sovereignty or right of legal administration over Western Sahara, and that any exploitation of the resources of Western Sahara without the consent of its people was in violation of the principle of international law (S/2002/161, para. 25).
