(a) On the 1st day of January of the year following their election by the Meeting of States Parties and shall end on the 31st day of December four years later;

In accordance with the provisions of article 4 and other relevant provisions of the Statute and the Convention, the Registrar, in a note dated 6 November 2000, invited Governments of States Parties to submit the names of the candidates they might wish to nominate to the Tribunal, bearing in mind the decisions taken by the Meeting of States Parties on the matter.
3 - ووفقا لأحكام المادة 4 والأحكام الأخرى ذات الصلة من النظام الأساسي والاتفاقية، دعا أمين السجل حكومات الدول الأطراف، في مذكرة مؤرخة 6 تشرين الثاني/ نوفمبر 2000، إلى تقديم أسماء من ترغب في ترشيحهم للمحكمة، على أن تضع في اعتبارها القرارات المتخذة في اجتماع الدول الأطراف بشأن هذه المسألة.

Pursuant to that decision and in accordance with rule 5 of the rules of procedure adopted by the Meeting of States Parties (SPLOS/2/Rev.3), invitations to participate in the Meeting were addressed by the Secretary-General of the United Nations to all States Parties to the Convention.

V. Proposed decision by the Meeting of States Parties

As Chairman of the Commission, I would like to convey, on behalf of the members of the Commission, our sincere gratitude for the vital role played by the Meeting of States Parties in the creation of these two funds.
