Since the Government of Iraq has withdrawn its administration from much of the three northern Governorates of Arbil, Dohuk and Suleimaniyeh, the distribution of humanitarian supplies in the three northern Governorates is to be undertaken by the United Nations Inter-Agency Humanitarian Programme on behalf of the Government of Iraq, under the distribution plan with due regard to the sovereignty and territorial integrity of Iraq.
