(b) To ensure that all necessary measures are taken to investigate fully and impartially all cases of forced disappearance, summary execution and torture and that alleged perpetrators are brought to justice before an independent tribunal and, if found guilty, punished in a manner consistent with the international human rights obligations of Belarus;
(ب) أن تكفل اتخاذ جميع التدابير اللازمة لإجراء تحقيقات كاملة ونزيهة في جميع حالات الاختفاء القسري والإعدام بإجراءات موجزة والتعذيب، وأن تكفل محاكمة الجناة المزعومين أمام محكمة مستقلة ومعاقبتهم، في حال إدانتهم، وفقاً لالتزامات بيلاروس الدولية في مجال حقوق الإنسان؛

(b) To ensure that all necessary measures are taken to investigate fully and impartially all cases of forced disappearance, summary execution and torture and that perpetrators are brought to justice before an independent tribunal and, if found guilty, punished in a manner consistent with the international human rights obligations of Belarus;

(b) Act No. 24,411: this establishes a special benefit for cases of forced disappearance of persons and for killings presumed to have resulted from action taken before 10 December 1983 by the Armed Forces, security forces or paramilitary groups to suppress dissent.

In order to ensure the continuity of its work, an equity and reconciliation body had been set up in January 2004, charged with undertaking a comprehensive review of the procedures used to settle all cases of forced disappearance and arbitrary detention, notably by establishing a frank and constructive dialogue with the Government, the authorities, human-rights organizations and representatives of victims and their families.

264. In light of the cases of forced disappearance, most of which the Commission was able to document, and in recognition of the suffering of the families who have been unable to say goodbye properly to their loved ones whose bodies have not been found, the Commission recommends that the Government of Guinea should be called upon to provide the families concerned with all relevant information on the cases of disappeared persons.
265 - في ضوء حالات الاختفاء القسري التي تمكنت اللجنة من توثيق معظمها وإذ تعي اللجنة الألم الذي تشعر به الأسر التي لم تستطع أن تعلن الحداد تماماً على الأشخاص الذين لم يُعثر على جثثهم، فإن اللجنة توصي بحثّ الحكومة الغينية بحزم على أن تقدم إلى الأسر المعنية جميع المعلومات المفيدة عن حالات هؤلاء الأشخاص المفقودين.
