Ambassador Raúl Estrada-Oyuela of Argentina, Chairman of the Intergovernmental Negotiating Committee for a Framework Convention on Climate Change, in presenting the final report of that Committee, recalled the difficult negotiation of the Convention and paid tribute to Mr. Jean Ripert of France, who had been Chairman of the Committee during that period.
