Since 1967, Israel has systematically sought to change the legal status, demographic composition and character of occupied East Jerusalem by implementing a comprehensive and integrated policy aimed at the artificial creation of a Jewish majority in the city through the confiscation of Palestinian land, the intensification of settlement construction, the transfer of settlers into the city and, most recently, the construction of the wall.

In 1968, the Security Council adopted resolution 252 (1968), in which the Council considered that " all legislative and administrative measures and actions taken by Israel, including expropriation of land and properties thereon, which tend to change the legal status of Jerusalem are invalid and cannot change that status " .
