(4) It is apparent from both the title of the draft guideline and its wording that the guideline's purpose is not to determine whether unilateral declarations formulated in the circumstances in question constitute interpretative declarations or unilateral statements other than reservations or interpretative declarations as defined in section 1.4 of the present chapter of the Guide to Practice.

(9) As regards section 1.3 of this chapter of the Guide to Practice, concerning the distinction between reservations and interpretative declarations, it is difficult to see how, if the term “reservations” in respect of bilateral treaties does not correspond to the definition of reservations given in draft guideline 1.1, it would be applicable to the latter.
