٢ - تعيد تأكيد أنه ما دامت الجمعية العامة نفسها لم تقرر أن إقليما ما من اﻷقاليم غير المتمتعة بالحكم الذاتي قد حقق الحكم الذاتي بالكامل وفقا ﻷحكام الفصل الحادي عشر من الميثاق فإن على الدولة المعنية القائمة باﻹدارة أن تواصل إرسال المعلومات المتعلقة بهذا اﻹقليم بمقتضى المادة ٧٣ )ﻫ( من الميثاق؛

Its participation was in line with Chapter XI of the Charter of the United Nations.
وجاءت مشاركة الاتحاد في هذه الأنشطة تمشيا مع أحكام الفصل الحادي عشر من ميثاق الأمم المتحدة.

بل إن قرار مجلس اﻷمن ٣٨٤ )١٩٧٥( المؤرخ ٢٢ كانون اﻷول/ديسمبر ١٩٧٥، والذي عارضته إندونيسيا وأيدته البرتغال في البيانات الرسمية الصادرة عن كل منهما طيلة هذه السنوات، أعرب عن أسف المجلس ﻷن حكومة البرتغال لم تف بمسؤولياتها بالكامل كدولة قائمة باﻹدارة في هذا اﻹقليم بموجب الفصل الحادي عشر من الميثاق.

Given that the position of the administering Power on the unavailability of certain political options differs substantively from the consensus position in United Nations resolutions, which confirm a broader range of legitimate political alternatives, the Special Mission sought to shed some light on this, as well as on the minimum standards for what constitutes self-government, and on the role of the United Nations under Chapter XI of the Charter.
ونظراً لأن موقف الدولة القائمة بالإدارة فيما يتعلق بعدم إتاحة خيارات سياسية معينة يختلف بشكل جوهري عن موقف توافق الآراء في قرارات الأمم المتحدة، التي تؤكد على نطاق أوسع من الخيارات السياسية المشروعة، فقد سعت البعثة الخاصة إلى إلقاء بعض الضوء على ذلك وعلى المعايير الدنيا لما يمثل حكماً ذاتياً، وعلى دور الأمم المتحدة بموجب الفصل الحادي عشر من الميثاق.

5. A Spanish protectorate since 1884, Spanish Sahara was included in 1963 in the list of Non-Self-Governing Territories under Chapter XI of the Charter (A/5514, annex III). Beginning in 1962, Spain as administering Power transmitted technical and statistical information on the Territory under Article 73 e of the Charter of the United Nations.

٢٧ - كررت ممثلة الولايات المتحدة، في بيانها أمام اللجنة الرابعة التابعة للجمعية العامة في ٢٢ تشرين اﻷول/اكتوبر ١٩٩٢، ضمن جملة أمور، تأييد حكومتها ﻷهداف الفصل الحادي عشر من ميثاق اﻷمم المتحدة.

3. Portugal does not recognize the intended delimitation and contends that on such matter the signature of the treaty constitutes one violation more to the status of East Timor as a Non-Self-Governing Territory within the meaning of Chapter XI of the Charter of the United Nations, and to the rights of the people of East Timor, as well as to the status of the administering Power of the Territory.
٣ - ولا تعترف البرتغال بالتقسيم المعتزم، حيث تؤكد في هذا الصدد أن التوقيع على المعاهدة يعتبر انتهاكا آخر لوضع تيمور الشرقية كإقليم غير متمتع بالحكم الذاتي في حدود مضمون الفصل الحادي عشر من ميثاق اﻷمم المتحدة، كما يعتبر انتهاكا لحقوق شعب تيمور الشرقية ولوضع السلطة القائمة بإدارة اﻹقليم.
